Job Summary:

The Southwest Key Transportation Service Area (SWK-TSA) team is looking for a Senior Recruiter to assist in the development and management of a recruitment and retention strategy for the organization and source candidates for unaccompanied children (UC) emergency shelter transportation services contract awarded from the Department of Health & Human Services/ORR. This role assists hiring managers in coordinating and conducting interviews; identifying qualified candidates following the interview; and developing and extending job offers. The ideal candidate is self-motived, organized, ability to adapt to changing business needs and objective driven. The position may require more work hours than the normal eight-hour workday and in-state and out of state travel is required and at times is frequent depending on business needs.

Essential Functions:

  • Develop, modify and implement outreach strategies designed to identify and recruit eligible, qualified employees to ensure safe and humane transportation of UC’s children to shelters and/or sponsors.
  • Develop and grow relationships with recruitment firms, staffing agencies, and other relevant business partners
  • Develop metrics and data to access quality of efforts, make changes, and ensure appropriate staffing levels.
  • Collaborate with internal stakeholders to effectively implement outreach strategies designed to encourage and foster a diverse and inclusive work environment.
  • Monitor and evaluate the impact of the recruitment efforts and provide recommendations for improvement when necessary
  • Maintaining databases in order to provide accurate and timely program and candidate information required for reports
  • Utilize talent acquisition software, ICIMS Irecruiter, and proactively search for a diverse pool of top industry talent using various recruiting methods (direct sourcing, internal recruitment, web-based, print media, social media, etc.).
  • Partner with a variety of staff within the organization as well as outside vendors in states where Southwest Key has program responsibilities and community presence, in order to brand and market Southwest Key Programs through brochures, materials for job fairs and hiring events, various media sources and social media.
  • Recruit key program positions, managing the screening and placing the candidates as well as providing the candidate with information regarding total rewards, policies, and procedures in order to ensure that the candidate is well informed.
  • Maintain effective practices to facilitate the hiring of internal and external candidates, minimizing administrative time and efforts while ensuring the placement of qualified individuals in the most timely, cost-effective manner.
  • Familiarization with contractual requirements and SWK hiring practices, requirements and clearances needed prior to the hiring of candidates.
  • Assists with the design, developments and implements new and creative strategies and programs to reduce turnovers and retain employees including effective and targeted recruiting, creating a work environment that satisfies both the extrinsic and intrinsic needs of employees.
  • Conduct appropriate reference and background checks.
  • Address temporary relocation human resource issues of candidates hired from outside geographical areas.
  • Ensure issues such as diversification, affirmative action plans, equal employment opportunities, and strategic organization fit are considered and promoted with the recruitment process.
  • Act as HR Generalist to contract and if necessary, deployment staff by addressing and managing various human resources concerns
  • Liaison between HR department and Transportation Cadre team
  • And any other functions necessary to support the contract needs

Other Functions:

  • Knowledge of state and federal hiring processes and laws, available contacts and candidate data banks or resources, internal processes and general human resources functions.
  • Ability to fill job opportunities within the established goal of time.
  • Ability to provide informative and professional assistance when working with the public/customers and co-workers and maintain positive interpersonal relationships which encourage openness.
  • Ability to produce accurate, professional and error-free documents in a timely manner.
  • Demonstration of good oral and written communication skills.
  • Ability to effectively work with confidential information.
  • Ability to research and investigate best practices and sources to obtain candidates.
  • Ability to effectively communicate with individuals at all levels of the Organization.

Qualifications and Requirements:

  • 2+ years of Talent Acquisition, Recruiting and HR General experience
  • Bilingual in English and Spanish
  • Abilities to monitor a process and communicate discrepancies to individuals and groups.
  • Must have strong organizational skills and attention to detail
  • Outstanding communication skills, significant professional interaction experience (heavy phone, email, and letter), and strong negotiation skills
  • Highly organized and efficient, as well as the ability to manage multiple tasks, calendars, and processes simultaneously
  • Motivated by a target-driven environment
  • Strong training and development background.
  • Ability to work under pressure
  • Technical proficiency, including the ability to quickly master operational systems such as Salesforce and proficiency with MS Office Suite
  • Eligible to work in the US

  • Clear Child Abuse and Neglect (CAN) or child protective services check

Physical Demands:

Must be able to read, write, and communicate both verbally and in written form to express and exchange ideas. While performing the responsibilities of this job, the employee must be able to access all components of work station and other office equipment. Frequent typing, writing, bending and twisting. Must be able to lift up to 50 pounds.

Work Environment:

General office environment with moderate noise. This position is mostly sedentary, involves sitting most of the time, but may involve walking or standing for brief periods of time. A busy environment with many unscheduled interruptions. Frequent computer use at workstation for extended periods of time. Public contact position requiring appropriate business apparel.
